An anticipatory policy is a policy set to ensure that all industrial decisions are focused to the future activities. Waste generation is common in the conduct of business. The government requires collaborating with the business sector in managing and reducing waste in the region. The government has a role of ensuring that businesses follow the right strategies and operate effectively in order to achieve their goals and objectives. Business environment is influenced by social, economic, as well as political changes. Waste policy is an industrial measure that should be followed by all business units to enhance effective business environment. This paper seeks to analyse the Australian national waste policy as the anticipatory industry policy and its merits. The paper explores the level at which the objectives of this anticipatory policy have been achieved. The paper seeks to identify the unintended consequences in relation to this anticipatory policy. Policy implementation The government and business collaborate in order to respond to changes that occur because of growth of the business and because of globalization. National waste policy is an anticipatory industry policy measure practiced by the manufacturing industry in Australia (Zaman, 2014, p. 684). The government set this anticipatory policy with a long-term policy of having a sustainable manufacturing environment in Australia. The anticipatory policy also follow the short-terms. It is the role of the government to ensure that business activities are conducted in a sustainable environment, thus the practice of coming up with this policy in order for businesses to operate through consideration of the environmental protection and regulations (Williams, 2013, p. 34). The government through the environment ministers agreed on this anticipatory policy in 2009 and the ‘Council of Australian Government’ later endorsed it in August 2010. The policy agenda was; less waste, more resources. It was to generate light to the Australia as a nation recognizing the importance of good business environment. The anticipatory industry policy is to be implemented until 2020 where the nation will have experienced efficient reduction of waste disposal (Giurco, Herriman, Turner, Mason, White, Moore, & Klostermann, 2015, p. 5). The business sector is expected to have managed its waste generation practices by 2020. In addition, the anticipatory policy should have lead to generation of environmental, social, and economic benefits to the government, businesses and to all Australians in general (Glanville, & Chang, 2015, p. 4). The policy requires the Australian government to work towards improvement of resource recovery and management of waste through individual government persons or in collaboratively. It is clear that businesses or industries are major generators of waste. This anticipatory policy is practiced in the entire Australia and mostly from the industries or business sector (Lu, Peng, Webster, & Zuo, 2015, p. 234). The Australian government ensures that manufacturing industries undertake recycling practices in order to minimize the amount of waste in the environment. The anticipatory industry policy is implemented in a partnership approach where businesses have to be responsible for their waste and the government has to ensure that businesses operate with certain standards, which are based as per their concern to the environment and their ability to manage the generated waste. The government, through waste ministers monitors the ways businesses eliminate and reduce the practice of discharging pollutants to water, land, and into the air (Mazzanti, & Montini, 2011, p. 11). The government works in collaboration with orgnisations dealing with; education and training, research and development, eco-efficiency, land and soil management, waste recycling and management, and cleaner production (Grant, Saphores, Feldman, Hamilton, Fletcher, Cook, & Marusic, 2012, p. 682). There is also involvement of organisations dealing with; radiation; noise and pollution control; management and control systems; law, insurance, and finance; and waste and wastewater reuse and treatment (Seror, Hareli, & Portnov, 2014, p. 1437). Other organisations involved in implementation of this anticipatory industry policy are ones involved in; regulation, systems, and environment anticipatory policy; river and catchment systems management; and energy conservation and alternate energy efficiency. Through these organisations, the government manages to reach all businesses and to monitor their activities that are likely to lead to waste generation (Li, & Yang, 2014, p. 86). The government conducts an effective communication after conducting research through these organisations. Merits There are a number of merits associated with the national waste policy (Coelho, de Castro, & Junior, 2012, 167). Anticipatory waste policy enhances improvement of the environmental status and human health. Improvement of human health enables the Australians to be productive even when working in the industries and to contribute to the government revenue (Glanville, & Chang, 2015, p. 11). The government also saves from health expenses because when its citizens are in good health, the Australian government does not have to meet increased medical charges. Application of this anticipatory industry policy in Australia makes the nation a conducive are to conduct international business. This leads to attraction of international businesses to conduct trade in Australia, thus globalization of businesses (Zaman, 2014, p. 690). In addition, implementation of this policy in Australia allows a chance of improving human health. This is because when waste is eliminated and when there is reduced generation of waste; people live in a safe environment from being attacked by diseases. Effective management of waste from industries allows the development of sustainable economy where business operations are conducted with consideration of future impact (Li, & Yang, 2014, p. 89). There is improvement of quality of water and air and businesses are conducted in an environment that is free from pesticides, noise, hazardous waste, contaminated land, and other forms of waste. There is creation of an effective relationship between the government and the business sector and this enhances provision of required support to the businesses for their growth and development (Lu, et al. p. 236). The products from the Australian companies get an effective market where customers go for them because of their quality and the fact that they are clean and hygienic, for example, Alexiul international. This makes the businesses to generate increased revenue, thus increased contribution to the government revenue through taxes and other legal charges (Mazzanti, & Montini, 2011, p. 26). The Australian industries like the “Jasol Chemical products” become competitive in the international market because of having a good reputation from customers. There is enhanced globalization of businesses because of being in a position to produce quality products (Giurco, et al. 2015, p. 13). There is saving on costs associated with waste management once the Australian businesses adhere to the anticipatory industry policy measures because this prevents generation of increased waste. The licensed businesses with environmental licenses manage to practice massive production because of meeting the environmental standards, which allow them to produce as they manage the generated waste for instance the Orrcon Steel (Li, & Yang, 2014, p. 90). These industries manage to operate in a cost effective manner because their waste are manager appropriately. Management of waste from one industry is great benefit to another industry because of improvement of the resources (Giurco, et al. 2015, p. 16). This is because some industries make use of land, water, and air, which are vulnerable to pollution from other manufacturing industries. Once manufacturing industries manage and eliminate their waste, the industries using water air and land in their operations manage to conduct their activities effectively. The quality of products from these industries improves, thus generating the expected and desired revenue, for example the case in Gascoigne Leather Furniture (Lu, et al. p. 240). Recycling and reuse of waste material from industries benefits other industries, for example the Dorf Clark Industries, because they manage to conduct their practices, for instance, waste metals from vehicle manufacturing industry is of great use to industries process other simple metallic equipments, such as sufuria, and spoons among others (Seror, et al. 2014, p. 1441). Achievement of the anticipatory industry policy objectives The business sector has managed to achieve a number of the anticipatory policy objectives. It is clear that there has been improved business environment in Australia. Many industries effectively manage their waste, thus saving on the costs associated with waste. The anticipatory industry policy has managed to make businesses operate in the right environmental standards, for example, in the Thales Australia (Mazzanti, & Montini, 2011, p. 37). In addition, there is quality production of products from the managed and eliminated wastes from the industries. Recycling of some waste materials has enhanced production of more products, which contribute to growth of Australian economy. Through environmental licensing and taxation paid by the industries because of releasing waste to the atmosphere and to the lands, the Australian government manages to collect a lot of revenue (Li, & Yang, 2014, p. 95). The relationship between Australia and other countries tend to improve and they have a positive network, thus making other countries to engage into trading activities with Australian companies, hence, economic growth and development in Australia. Unintended consequences The national waste policy is associated with various unintended consequences in its application. This is because some of the companies fail to adhere to the measures and laws accompanied to this policy. Some Businesses pretend not to be generating waste when they apply bad means to distribute the waste, thus causing more harm into the affected areas (Glanville, & Chang, 2015, p. 16). In addition, some of the Australian businesses ended up closing because of not being in a position to meet the standards required by the anticipatory policy in their operations, for example the case of fall of the Bradken (Williams, 2013, p. 38). This greatly affected the reputation of Australia as a nation because of operating in a place, which is not health (Grant, et al. 2012, p. 685). The expected reduction of waste changed because of the companies polluting the environment through directing waste into water sources and other places, “Dynalite” where the government fail to identify easily (Li, & Yang, 2014, p. 97). Conclusion The government in collaboration with the business sector has a set anticipatory industry policy to enhance growth and improvement of the business operations. The national waste policy is a policy applied in Australia and by all its industries to manage the generated waste from the industries. This leads to great benefit to the government because once industries manage their waste, there is improved production of quality products, hence; increased revenue. This anticipatory industry policy is associated with benefits to the government, businesses, and the Australian nation at large. Management of waste leads to improvement of the environment and human health. There is also positive relationship between Australia and other countries because of quality, safe and, clean products, which are traded in the international markets. The government earns revenue from taxes and other charges associated with waste management.
